Director, Funds and Impact Investments

Jorge Velarde is the Director of Funds and Impact Investments at CAF-Development Bank of Latin America. The division is part of CAF’s private sector vice-presidency and is responsible for all private equity investments including growth, venture capital, and infrastructure funds, as well as direct investments in high-impact projects, start-ups, and development finance institutions. His team supervises a portfolio of over 70 investments and USD500 million in assets under management.
He joined CAF in 2009 as Senior Counsel where he provided legal advice and business solutions for a large number of financings and investments transactions, many of which received awards and recognitions. Mr. Velarde served later as Deputy General Counsel and Acting General Counsel to CAF, being responsible for counseling and mitigating legal risk to all sovereign and non-sovereign operations, capital markets transactions, business, and senior management committees, and general corporate affairs. In 2018 he formed the Direction of Non-Sovereign Risk Legal Affairs, a practice group specialized in advising and negotiating private sector deals such as project financings, funds, and direct investments, and facilities for corporations and financial institutions. In parallel, he has acted as a member of the Board of Directors and legal representative of CAF Asset Management.
Mr. Velarde is Peruvian and has over 20 years of experience in international finance with specific expertise in cross-border transactions in emerging markets, Latin America, and the Caribbean. Prior to joining CAF, he worked at Chadbourne & Parke LLP, Thacher Proffit & Wood LLP, Standard Chartered Bank, and Banco Financiero del Peru. He holds Bachelor and Juris Doctor degrees in Law from the Pontificia Universidad Católica del Perú, a Master of Laws in Securities and Financial Regulation from Georgetown University, and a Master in Business Administration from Universidad del Pacífico (Lima).
